Albany Bill Would Help Patients Learn Doctors'

A bill now before the Legislature in Albany would give consumers better access to
doctors' disciplinary and malpractice history. Part of a pile of health care bills, it is
known as 1401-A but more familiarly called ''Lisa's Law,'' for Lisa Smart, a
woman who died in 1997 during routine gynecological surgery at Beth Israel
Medical Center in Manhattan. An assisting surgeon in the operation on Mrs. Smart,
Dr. Marc Sklar, was on probation with the state at the time.
Dr. Hwu said in a telephone interview that he disagreed with at least part of the findings, but that he did not want to comment further because
he feared the state.
